Solution

In India, with the federal system in place, it is important that there are cordial working relations between the centre and the state governments. When the ruling party was same in some of the states and the centre, the centre exercised more power and the states did not chose to be autonomous. Whereas when different parties ruled in the centre and the states, the relations were strained and sometimes the Centre dismissed the State governments misusing the privileges given by the Constitution (Article 356). However, since 1990, there have been coalition governments in power at the centre and many regional parties gained importance at the states and became crucial allies of governments at the centre. This resulted in new Centre-State power sharing equations where the States' autonomy was respected and the Centre could not misuse Article 356 and dismiss state governments.
