Why are the political executives more powqerful than the permanent executives?
1) In a democratic country like India, two categories make up the executive.
2) One is elected by the people for a specific period which is known as political executive. Political leaders who take big decisions fall in this category.
3) In the second category, people are appointed on a long term basis. This is called permanent executive or civil services. Persons working in civil services are called civil servants. They remain in office even when the ruling party changes
4) These officers work under the political executive and assist them in carrying out the day – to – day administration.
5) Though the civil servants are more educated and have more expert knowledge of the subject, they work as advisors to the Ministers. This is because the minister is elected by the people and thus empowered to exercise the will of the people on their behalf
6) They are answerable to people for all consequences of the decision. Hence, the Ministers takes all the final decisions.
