Highly reactive metals are so because they are capable of quickly donate their electrons and attain octet state of stability, similarly reactive non metal are electron acceptors. Hence formation of ions ans then ionic compounds in easier for them.
However for other elements their valencies are such that loosing and gaining of electrons are energetically not favourable and hence they share their electrons and thus form covalent compounds.
