Why did libya adopt democracy ?

Why did they delay in adopting democracy ?

Libya decided to adopt democracy because democracy is the only form of government which provides freedom to elect rulers through voting ,promotes welfare and economic development,generates equality and tolerance,maintain stability in political order by selecting an accountable, responsive and legitimate government.

Libya had decided to adopt democracy only in 2011 after a revolution caused to overthrow the military ruler.The reasons for such delay was lack of a strong political party,hesitance to protest against the ruling government, division among people on regional lines and interests etc.
