With the decline of Khilafat and the non cooperation movement, Muslims felt separated from Congress. Congress was now more close to Hindus and religous groups such as Hindu Mahasabha. Also, communal riots broke out between the two communities which distanced them even more. Hence, they failed to respond to the call of Civil Disobedience movement.
