Why did'nt shift out of primary sector happens in case of employement although there has been a change in the share of the 3 sectors in GDP?

Although there has been a change in the share of the three sectors, but shifting out of primary sector in case of employment did not occur because:

1.The primary sector still remains to be the largest employer.It has employed almost 62% of workers in the year 2000.

2. There are lack of new job opportunities in the secondary and tertiary sectors.Its production is around 75% but it employees less than half of the population.

3. The share of the tertiary sector in the GDP has increased to a considerable extent but it employees less percentage of people.
