why different categories of persons do not have same notion of development?

1) Different people have different goals and strive for different things that are most important for them.
2) So, anything that is development for one may not be development for the other. It may even be harmful for the other.
3) People want consistent job, better income, and proper price for their products that they produce.
4) Further people also want freedom, equal treatment, safety, and respect of others.
5) All these are essential goals as these may be more important than income because substantial goods alone cannot accomplish their lives.
