why do different people have conflicting goals?

People from different social groups and economic situations have different goals according to their needs and wants.
So, anything that is development for one may not be development for the other. It may even be harmful for the other.
E.g. Huge environment costs and displacement of people are involved when the country enters for rapid industrialization (say, land acquisition in Orissa by mining companies).
This development goal boosts the economic growth of the country but conflicts with the goals of people in that place as they are highly affected by displacement.
