Why do terrestial plants have stomata below the leaves whereas the aquatic plats have stomata above the leaf?

The terrestrial plants are short of water, and so to reduce the loss of water by transpiration, they have stomata below the leaves. The stomata below the leaves does not come in direct sunlight and hence transpiration rate is low. While in case of the aquatic plants they have plenty of water and do not need to conserve the water so they have stomata above the leaves.
