Air above a hot surface becomes warm and a start moving up as it is less dense. We know refractive index of air changes with its density. Warm air is optically less dense and cold air is optically denser. The variation in refractive index and the movement of air above a hot surface makes things appear wavering above a hot surface or above fire.
