why does a neutral atom doesn't have any charge?

A neutral atom has equal number of protons and electrons in nucleus and in shells respectively. These electrons and protons carry opposite charges which get cancel out. Hence an arom becomes neutral.

In case if an atom loses or gains electron, it becomes charged ion (cation or anion).
