Solution

1) For conducting fair and free elections in a democratic country like India, enough powers and responsibility are given to independent Election Commission.

2) Election Commission enjoys same kind of independence that the judiciary enjoys. Chief Election Commissioner is appointed by the President of India and once appointed, he is not answerable to the President or the government.

3) EC takes decisions on every aspect of conduct and control of elections from the announcement of elections to the declaration of results.

4) It implements the Code of Conduct and punishes any candidate or party that violates it

5) These powers are essential and good for a democracy as it ensures smooth conduct of fair elections free from corruption. When election officials are of the opinion that polling was not fair in some booths or in some constituency, they can order a repoll
