Why does energy decrease in a chemical bond?

When two atoms come closer to each other, forces of attraction and repulsion are developed between the nuclei and electrons of two atoms.The force of attraction decreases the potential energy of the system and a chemical bond is formed when the attractive forces overcome the repulsive forces.This process occurs with a release of energy and thus energy of system decreases.
