Why does water show anomalous expansion

Anomalous expansion of water is due to the extensive hydrogen bonding between water molecules. When water cools locking of hydrogen bonds take place and water molecules cannot further bond with each other and hence it is less dense than liquid water as a result of hydrogen bonding
