why doesn't exchange of gases take place in anaerobic respiration

In anaerobic respiration, oxygen is not required and very less amount of carbon dioxide is released. Thus proper exchange of gases does not take place in anaerobic respiration. Only small amount of carbon dioxide gets emitted.
