There is many inner shell electrons between the nucleolus and the outer most shell electrons.
there is force of attraction between nucleolus and outer most electrons and force of repulsion between the electron.
This force of repulsion decrease the effect of bounding force between the nucleolus and outer most shell electrons.
Therefore electrons in outermost shell are loosely bound.
