why in thermodynamics they statred with zeroth law instead of first law?

First law of thermodynamics gives a relationship between heat and internal energy while the zeroth law of thermodynamics provides a reletionship between heat and temperature when the system in thermal equilibrium. so they defineed first zeroth law of themodyanmics and them first law of thermodynamics.
