Belgium in called a ​ 'holding together' federation because the country is loose federation. Power is organised around the need to represent the main cultural communities of the country. As a result, power is widely distributed to the three main regions of the country; the Dutch speaking Flemis region, the French speaking and the German speaking regions. The Central government is relatively weak.
