Why is D.M. or Collector head of district when there is a Zila Parishad Chairperson?
The executive branch of our country comprises of the Political executive which includes the Prime Minister, the council of ministers at the national level and the Chief Minister and his ministers at the state level.The political executive are elected by the people.
Then their is Permanent Executive which includes Bureaucracy who are responsible for assisting the political executive in framing and implementing the policies.
Similarly at the local district level, DM or collector are the gazetted officers, the permanent executives assist the chairperson ( who is an elected member) of the Zilla Parishad in framing and implementing policies. DM and Collector can be transferred by the state administration to another districts.
