WHY IS IT IMPORTANT FOR AIR TO BE AN INSULATOR?

There are several electricity related phenomenon like lightning going on at higher altitudes in the atmosphere, if air would have been a good conductor, the whole atmosphere would get an electrically charged making life impossible on earth. Hence earth has to be an insulator.
