why is it so that the innermost shell of an atom has the lowest energy level and the outtermost shell of an atom has the highest energy level.

The electrons in the innermost shell are held most tightly by the atom. As they move into orbitals farther from the nucleus, the weaker the attraction the electron feels. Hence, father the electron from the nucleus higher the energy level, and subsequently, has more energy.
