Mercury is considered a metal just because it exhibits standard properties of metal like electrical conductivity, heat conductivity, its chemical reactivity and is sits right in the middle of the metallic block in the periodic table. It is a liquid at room temperature as its intermolecular bonding is quite weaker which also makes it potentially volatile in nature.
