why only low resistance wire and not high resistance wire is used in fuses?

A fuse wire must be of low resistance because electricity pass through it all the time and if it has high resistance then it would reduce current flowing throw it and thereby reducing the power of the line. Secondly, if it has higher resistance it will heat up quickly and this will lead to its meltdown even when there is no short circuit there.
