why orthophosporic acid is a syrupy liquid ?

Dear student!
To be syrupy means to be viscous and this property is found in H3PO4, due to the hydrogen bonding between H-atom of one molecule and O-atom of another adjacent molecule and ofcourse due to larger size of molecules which interact together and colloid so that they become in viscous form.
