Actually, s -orbitals are spherical and symmetrical in shape and also for a given quantum level or shell, the s-orbitals are closest to the nucleus. the two reasons make it stronger to restrict other electrons and so sheilds the nucleus which gets a maximum shielding effect to the nucleus.
