The population is always an opportunity for any nation. In case of London, population was an opportunity because:

• It offered cheap labour to the industrial needs. London attracted labourers from far off places.
• There was rapid increase in the growth of large industries. It alone attracted one third of the total jobs in the city.

Population became a threat because:

• Large masses of population from rural areas came for jobs and settled in the urban settlements. There were unplanned housing conditions and it led to the formation of slums which were the breeding grounds of stink and beggary.
• It also gave rise to criminal activities.
