1.The topography of this region is uneven which are not suitable for railway tracks.Apart from this, some north-eastern areas receive heavy rainfall throughout the year therefore trains are much prone to cancellation and delays. 2.The people of ArunachalPradesh believe that rail connectivity to their state capital will lead to infiltration and influx of outsider and this will increase crime rate and destruction of their indigenous land. 3.Some north-east regions are protected or restricted areas and requires ILP (Inner line permit) by Indian government to allow inward travel by Indian citizens. Hence, connectivity to these areas is kept least by the government.
