The members of the Third Estate were large in number and the burden of taxation was borne by them entirely.To meet the financial crisis of the nation Louis XVI called together an assembly of the Estates General on 5 May 1789.The First and the Second Estate had sent 300 members whereas the Third Estate being large in number had sent 600 members.

Since the people of the Third Estate were deprived of political rights they now demanded that voting should be conducted by the Assembly as a whole where each member would have one vote.The King did not agreed to this proposal and a protest was raised by the Third Estate.

The Third Estate were in majority and they considered themselves as the spokesperson of the people of France.Hence they formed a National Assembly on 20 June, 1789 by assembling in the hall of an indoor tennis court in the ground of Versailles. They demanded for Constitutional Monarchy.
