Xylem and phloem are made of many types of tissues.shouldn't they be called organs of a plant?

Xylem and phloem are tissues made up of different type of cells and therefore, they are tissues, not organs.
Xylem is made up of tracheids, vessels, parenchyma cells and fibers.
Phloem is made up of cells such as sieve elements, parenchyma, fibers and sclereids.
