Paheli's action was not responsible. She wasted so many papers and also used a polythene bag to put them which is non-biodegradable. This added to the non-biodegradable wastes.
If I were, at her place, then I would have either used the waste paper for doing rough work or converted the waste paper into paper pulp to make handicraft items or recycled paper.
