Paper isn't a magnetic substance. Because cellulose fibers make up of a paper, magnets aren't attracted to them.
Magnetic materials are those that can be attracted to each other when exposed to an external magnetic field. Magnetic materials have the property of being attracted to a magnet when it is brought close to them.
A magnet does not attract or repel paper. As a result, the paper is not magnetic.
Materials like iron, cobalt, and nickel are highly attracted to magnets and hence are called magnetic materials.
