Middle region undergoes partial combustion. So, this zone is moderately hot.
Inner region is the innermost part of the flame with unburnt wax vapours. So, the temperature of the flame in this zone is the least.
Hence, the temperature of middleregion is higher than the inner region and lower than the outer region.
