Number of horses left in Paul's horse shelter =456199

Step 1:
1 ten=10 ones
In number 456, We will borrow one ten from 5 tens to add with 6 ones so that we can have 16 ones in place of 6 ones. As a result, 4 tens in place of 5 tens.
Step 2:
1 hundred=10 tens
