The correct option is A 19
Since Pavan came down 9 floors from 16^th floor to meet Karan,

Karan lives on the (16 - 9) = 7^th floor.

Gautham lives on the top most floor of the building which is 12 floors above Karan.

So, Goutham lives on (7 + 12) = 19^th floor.

Therefore, the building has 19 floors.
