According to Bernoulli's Principle, the pressure of fluids decreases with the increase in velocity. That is, there is a loss of pressure when water is flowing with increased speed(velocity). So, for the people who are living in houses which are far away from municipal water tanks, the speed of water will be more and thus the pressure is clearly less. So, they often find it difficult to get water on the top floor as the pressure of water is less to reach the top floor even if it is situated lower than the level of the water tank.
