The United Nations Security Council has fifteen members. Five permanent and ten non permanent. The permanent members viz., United States, China, United Kingdom, France and Russia enjoy veto power. All the member of the security council have voting power. On non-procedural matters vote of permanent members is essentially required, if they or any one of them vote in dissent or vote is withheld by any permanent member, the power is called veto power.
