Billy is correct because the number $\pi$ having value $\mathrm{3.141592653......}$ is a non-terminating non-repeating decimal and we know that non-terminating non-repeating decimal numbers are irrational numbers.

For calculation, we use it's approximate value as $3.14$ or $\frac{22}{7}$.
