From the pH value of 7 to 14;

If pH increases, then basic nature increases.

Since, pH of X > pH of Y, then X is more basic than Y. As basic nature increases OH concentration increases. Thus, solution X has more OH ion concentration than Y.

Again, when pH decreases then the acidic nature increases, as solution Y has less pH value so its acidic nature is more hence its hydronium ion concentration will be more than solution X.
