The correct option is D The circuit cannot have only capacitor and inductor.
In case of only capacitor and inductor phase difference between current and voltage should be 90o, hence resistance must be present.

As the current is lagging the voltage, inductive reactance must be dominating, however, we can not say that capacitive reactance must be non zero.

Hence, option D is correct answer.
