Compared to planets, the stars are very very far to us. Some stars are thousands of light years away. Due to this light coming from stars appears to us as a pinpoint source of light. When this light enters into Earth's atmosphere, the light rays continuously change their direction due to refraction, before they reach our eyes. This results in the twinkling effect. In the case of planets, they appear as bright spots without twinkling because they are much closer to us than stars.
