Plants do not have any muscular or nervous tissue still they have the ability to control and coordinate and to send steps because of tropic and nastic movements in plants.The tropic movements are directional movements with respect to stimulus like phototropism is the growth of shoot towards sunlight.
Apart from this , plants also have plant hormones called phytohormones which regulate the growth, development and cell division in plants.It also controls the stress conditions , flowering , fruiting etc.
