(i) has the highest population
(ii) has the lowest population .

Solution:

If we count the number of digits appearing in the total population of each state carefully we find that only Assam's population is in 8 digits while Sikkim's population is in 6 digits.

Hence Assam has the highest population while Sikkim has the lowest population.
