Nuclear force is a short ranged force and it acts between all the particles in a nucleus that is between two protons, neutron proton etc. It falls off to zero when the two charges are placed farther apart. This is attractive type of force.

The Coulomb force between the two protons are repulsive and it varies inversely with the distance between the two charges.

Hence the force does not become zero beyond a certain limit as happens in nuclear force.
