Alkalis are bases that are soluble in water. Sodium and potassium hydroxide are both an alkali and a base. Cu(OH)2 is insoluble in water and so is a base but not an alkali.
Potassium hydroxide is formed by dissolving potassium oxide in water and cupric hydroxide by dissolving copper oxide.
Therefore, potassium oxide is an alkali and copper oxide is not.
