$\Rightarrow x+4\%$ of $x=Rs.36.40$
$\Rightarrow x+\frac{4}{100}\times x=36.40$
$\Rightarrow x(1+\frac{4}{100})=36.40$
$\Rightarrow x\left(\frac{104}{100}\right)=36.40$
$\Rightarrow x=36.40\times \frac{100}{104}$
$\therefore x=Rs.35$
