This reaction occurs according to Markovnikov's rule which states that when an unsymmetrical alkene undergo hydrohalogenation, the negative part of the addendum (adding molecule) gets attached to that doubly bonded C which posses lesser number of hydrogen atoms.

By markovnikov's rule, the $C l^{-}$ gets adds to the carbon which has lesser number of hydrogen atom and forms a alkene.
