The Mudaliar Commission introduced the concept of ‘Higher Secondary Education’. This refers to the pre-university education provided in Grade 11 and 12. Before this system came into place, institutions used to follow the 11+4 or 11+1+3 model for awarding a first degree. Following this, the Kothari Commission recommended the 10+2+3 years pattern of education for primary, secondary, higher secondary and university education. It was implemented by Maharashtra in 1972.
