And he gave this element to a chemistry lab to find its reduction potential. But they reported back with the oxidation potential as +4.0 V

The correct option is A At the top
The most important point to note is that the reduction potentials of the elements arranged in the series are increasing as you go down. And at the top of the series you will find Lithium with lowest reduction potential -3.04 and at the end of the series, you would find Flourine which has the highest reduction potential which is 2.87.
But wait, Pokemonium happens to be +4V oxidation potential. But wait, we need the reduction potential. What will the reduction potential be? It's just the reverse, so -4 V.
So, the right place for Pokemonium would be right at the top of the series. Above Lithium.
