We know perimeter of circle $=2\pi r$ (where r is radius of circle)
When circle is divide into four equal parts
Then perimeter $=\frac{2\pi r}{4}+2r=\frac{2}{4}\times \frac{22}{7}\times 7+2\times 7$
$=11+14=25cm$
