PVC (Polyvinyl chloride), being a covalent compound, is a bad conductor of electricity. It is wrapped around electric wires so that two wires can be crossed around one another.
Also, if a person touches the wire while the switch is on, he will not get an electric shock as PVC acts as a barrier. Thus, it is used in coating wires.
